President Guzdziol
called the meeting to order at 7 p.m. Roll call indicated that the following trustees were present: Georgia Prendergast, Randy Keller, Mary Rhein, Kevin Werner, Sally Hartz and Barb Adamski. Also in attendance at the meeting were Attorney Mathias Delort, Village Clerk Bonnie Price and Chief Pat O’Connor. Pledge of Allegiance. Bill Prendergast stated that he is the attorney for the estate of Don Stefaniak and thanked the Village of Worth for their support on behalf of the Stefaniak family. Bill stated that Don truly is our fallen hero. Dave Clark stated that he is still having problems with the garbage containers at the Highland Apartments, the lids are left open he would also like to see them be placed in a different spot. Trustee Keller stated that he is working with Groen and the owners of the buildings. Jack Boehm asked about the striping of privately owned parking lots in Worth, he wants the Village to check if they have the authority to ask the owners to stripe their parking lots. President Guzdziol stated that Bruce would look into this. Ted Wozek stated his mail is still coming late and he is getting the wrong mail. President Guzdziol will ask the postmaster to attend the next meeting. President Guzdziol stated that you could purchase stamps and mail packages on line. The village hall has information on this. Ted thinks that we should get Congressman Lipinski involved. President Guzdziol stated that he attended the Worth Township new gymnasium opening on Saturday December 11. President Guzdziol stated that the senior Christmas luncheon was well attended. President Guzdziol stated that the he attended the ribbon cutting ceremony for the new Palos Heights Metra station on Monday, December 20. President Guzdziol stated that the village is preparing for GASB 34. Clerk Price stated that on the consent agenda is to approve Ordinance #04-66 the 2004 property tax levy ordinance. Clerk Price stared this should be pulled from the consent agenda and voted on separately we need the President to vote on this ordinance. No report. Trustee Prendergast stated that for the record I will not take part or be present at any meeting which any matters concerning Chief Stefaniak would be discussed. Also I have not been present for any of those discussions. Trustee Prendergast stated that the reasons are obvious about why this is necessary. Trustee Keller stated that the leaf pick up is done for the year. Trustee Keller asked if the opening of the new station would affect our parking lot. President Guzdziol stated maybe initially it will. Trustee Keller stated that he would be holding a Street & Bridge committee meeting for the Oak Park Avenue project. Trustee Keller will send out letters to residents that live on Oak Park Avenue. The meeting will be January 3, 2005 at 6 p.m. at the Village Hall meeting room. Trustee Rhein submitted the November police report. Trustee Hartz stated that on the consent agenda is the approval for the bill list in the amount of $345,652.56. Without any objection. This will remain on the consent agenda. Trustee Hartz stated that we had a main feeder break and we had to hire a company to find and repair it. Trustee Hartz stated that on the consent agenda is the approval for the payroll for November in the amount of $266,096.56. Without any objection. This will remain on the consent agenda. Trustee Hartz moved seconded by Trustee Prendergast to approve ordinance #04-66 the 2004 property tax levy ordinance. Attorney Delort stated that every December all the governmental bodies in the state pass their tax levy. Attorney Delort stated that we hired an actuary to do an independent study. We did use the lowest figure that Tim Sharpe the actuary gave us, these figures are justified by an actuary report the police pension amount is $223,000 and the fire pension is $170,000. At the request of the Village President we held the line at the bottom, unlike previous years we did not increase the cost of living, we kept it at zero. The tax levy for this year is going down $238.00 from last year this is due to rounding off numbers. A roll call vote followed. Ayes: Trustee Keller, Werner, Hartz, Prendergast, Rhein, Adamski and President Guzdziol. Ayes: (7). Nays: (0). Absent: (0) Motion carried. No report. No report. Attorney Delort stated that we have Ordinance #04-50 that has been floating around for a while the ordinance is for the alley behind the new gas station on 115th & Harlem the agreement is for 5 years. They will improve the alley. Trustee Keller asked if we have a problem are the Village’s hands tied? President Guzdziol states that the alley will be paved and the owner will plow the alley he will also have room for another car to drive down the alley it will not be blocked by his cars. Trustee Werner has a problem with the number of years for the agreement. President Guzdziol stated that we did propose a one-year agreement but the owner wanted to see a longer agreement. Trustee Werner asked that his be pulled from the consent agenda. Attorney Delort stated that ordinance #04-67 is on the consent agenda. Approve Ordinance #04-67 an ordinance granting a lot size variance for property located at 11309 S. Natoma. Without any objection. This will remain on the consent agenda. Attorney Delort stated that we have ordinance #04-68 which eliminates the delivery fee of $75.00. Trustee Keller asked that be pulled from the consent agenda. Attorney Delort stated that Chief O’Connor and Susan Glover met with Judge Montelione and explained to him that we do not need the extra prosecution call. We will have 3 calls in one day and will not have the increase of cost to the Village for the extra call. Trustee Prendergast moved seconded by Trustee Adamski to establish the consent agenda. Trustee Rhein moved seconded by Trustee Prendergast to approve ordinance # 04-50 an ordinance authorizing agreement for improvements to and use of alley. A roll call vote followed. Ayes: Trustee Keller, Hartz, Prendergast, Rhein, and Adamski. Ayes: (5). Nays: Werner (1). Absent: (0) Motion carried. Trustee Hartz moved seconded by Trustee Prendergast to approve ordinance #04-68 an ordinance regarding the elimination of delivery vehicle license fees. A roll call vote followed. Ayes: Trustee Werner, Hartz, Prendergast, Rhein, and Adamski. Ayes: (5). Nays: Keller (1). Absent: (0) Motion carried. None Clerk Price read a resolution in memory of Chief Donald Stefaniak. Trustee Rhein motion, second by Trustee Hartz to approve resolution #04-12. A roll call vote followed. Ayes: Trustee Werner, Hartz, Prendergast, Rhein, Keller, Adamski and President Guzdziol.
