President Guzdziol
called the meeting to order at 6:30 p.m. Roll call indicated that the following trustees were present: Becky Alcala, Randy Keller, Mary Rhein, Barb Adamski, Kevin Werner and Pete Kats. Also in attendance at the meeting were Village Clerk Bonnie Price, Attorney Gary Perlman, Public Works Superintendent Wayne Demonbreun, Building Commissioner Bruce Zartler, Fire Chief Dave Hopkins, Police Chief John Carpino and Finance Director Barb Maziarek. President Guzdziol opened the meeting to residents to discuss the proposed changes to Ordinance #08-14 amending title 3, business regulations, chapter 6, liquor regulations, by changing section 3-6-18, beer gardens and outdoors cafés, of the Worth Municipal Code. Jack McGrath questioned what the legal requirements where for resident notification? President Guzdziol stated letters were sent out to residents directly behind the establishments and a notice was published in the paper. Attorney Perlman stated this is not a zoning change. Jack McGrath stated the music being played at Krapil’s would have to be loud enough to overcome the sound of the tollway. Doreen Holford questioned the hours the outside café would be open and wanted to pose some questions to the business owners. President Guzdziol stated the owners are not present. Doreen Holford stated most of the affected block is retired people and they would like to keep their windows open but they are worried about the noise of the music. President Guzdziol stated this ordinance is not a definite it is a dynamic and the Board is looking for input from the residents and wishes of the citizens. Ms. Holford stated she understands that businesses need to compete but at what expense of the residents? Trustee Adamski questioned Mrs. Holford on her feelings if they were not allowed to have music. Doreen Holford stated she would have no problem at all. Trustee Keller questioned if she was unhappy with music or the time? Mrs. Holford stated the music. Roy Uher stated he is opposed to the outdoor music and the 3 a.m. license. Linda Martin of 110th and Natchez did not receive any of the letters that the residents of Neenah received. President Guzdziol stated the intent was not to exclude anyone. Ms. Martin stated she has waited many years for the tollway to install sound barriers and now they have to worry about the sound from Krapil’s. Ms. Martin presented the Board with a petition of approximately 110 signatures opposing the changes to the ordinances. Joe Holford stated he does not want music outside. Smoking and dining are fine. Trustee Alcala stated she went door to door and 95% of the residents are opposed outdoor music but are okay with smoking. President Guzdziol stated he has spoke with both owners requesting this change and both owners were opposed to paying an additional $500 for this change. Trustee Rhein questioned the occupancy of the outdoor beer garden. Commissioner Zartler stated Mr. Muersch did not say. Connie Busch inquired on how much area is Krapil’s requesting for the beer garden? President Guzdziol stated the Board only has a rough drawing. Trustee Rhein commented on some changes to the proposed ordinance. The Board discussed modifications to Ordinance #08-14. President Guzdziol paraphrased the citizen’s concerns as no outdoor music, no 3 a.m. license and no dumping garbage in dumpster at 2 a.m. Trustee Adamski moved seconded by Trustee Rhein to adjourn the special meeting at 7:30 p.m. A voice vote followed.
